This great module works inconsistantly on my site...

shows consistantly when viewing the module positions (URL_BLAH_BLAH.org/index.php?tp=1)

however will not show with only the URL (URL_BLAH_BLAH.org)

is there something I am missing?

What about if you check with using the default template from joomla?
